Cairncross Review Review (Probably part 1)

I’ve been trying to wade through the results from the Cairncross Review into the future of high quality journalism in the UK. I’m not very good at analysing dense, copious amounts of data, but I care and want to try to see where local and regional newspapers are headed (apart from down the plughole). 

What is striking is the content of some of the submissions to the call for evidence which are interesting (ish) reads, especially in the sense that they are a weird mix of kernels of truth and self-deceiving, massive pants-on-fire lies. 

Check out this particular example from the now defunct Johnston Press, written by the then CEO David King: 

“Legacy print publishers have struggled to adapt to the structural changes in the way content is consumed, limited by their geographic publishing models, falling ad revenues, circulation volumes and the need to increase cover prices. In some cases, constraints on investment have been exacerbated by the need to service legacy debt and closed defined benefit pension liabilities, as is the case at Johnston Press.

Yet despite this, to date the traditional publishers have sought to continue to invest in journalism, and remain by far the greatest investors in quality content creation, despite the need to reduce costs. The tech giants, who are the facilitators between audience and content, enjoy the revenue from surfacing this content while not contributing to its cost. These tech giants also control which content the audience sees and which audience a publisher can access. Moreover, they are largely unregulated.” 

There’s so much to unpick on so many levels, all packed into just two paragraphs. Bear in mind also that within JP’s submission, their “facts and figures” don’t examine anything earlier than 2008, handily side-stepping the fact that it was their greed and incompetence since the early 1990s which crippled the pension scheme and ultimately led to the collapse of the entire business in 2018. As for “sought to continue to invest in journalism,” in all known universes, this stretches credulity far beyond snapping point. 

Beyond JP’s corporate culpability it is too easy to dismiss the ‘traditional’ press as just a victim of progress, but whatever the causes, that which is displacing it does not have the same accountability, nor does it have any pretence to uphold democracy. All this is very dangerous indeed. 

Also, these changes in local and regional papers is already affecting the nationals who traditionally relied on a steady flow of fresh, diverse talent from the news rooms and photography pools of the local/regional press. We are now well beyond the point where people without independent means could afford to work for national papers given the collapse in wages and freelance shift rates. The majority of voices we hear are those who can afford to work for the fun of it and their viewpoints largely reflect their relatively privileged positions.

I fear with the likes of Newsquest using the same insane business model as JP, this review and its conclusions have come too late to do anything meaningful beyond arranging the funeral for an industry which has no reason (beyond mis-management) to be a victim of progress or change. The Government is supposed to make some kind of response later this year. Who’s going to put money on that response being anything more than laying on some warm sausage rolls and cheap wine for the wake?

Zombie Down!

Well there you go. I wrote back in 2014 about how Johnston Press was a zombie company ‘living’ on borrowed time. It seems this particular zombie has finally succumbed to the self-inflicted blows it started raining down on its own head a couple of decades ago.

I don’t expect sympathy for the effect this will have on my JP pension because I was only there for about six years, but I do feel for those journalists and photographers who have had decades of working for local, regional or national who will have all their pensions in one pot and who may yet lose their jobs.

The story isn’t over yet, which of course means continued instability and unease for staff and pension-holders, as the majority shareholder, Christen Ager-Hanssen, has vowed to unwind the deal Johnston Press has signed with a group of investors.

Johnston Press’ chief executive David King claims “our business is profitable with good margins,” but this misses the point that it was the margins sought in previous decades are partly the cause of JP’s woes now. Not only were they too high, they were sought through asset-stripping as opposed to making high quality publications that readers would be loyal to.

Perhaps what is more troubling is that this is the same business model pursued by other publishers, so is this an isolated case? Were JP management just especially inept?

The Cairncross Review was set up to examine the current state of the UK news publishing industry and to look at how it can be protected and helped to thrive, but I fear by the time the review comes to publish its findings, there won’t be any news publishers left to save.

Goldfish Ate My Cat

How’s this for a blast from the past? A project from my college days, February 1991 to be precise, which involved mocking up a newspaper front page using pictures and stories I’d covered during the course. Well, two real stories at least; read carefully and you’ll notice some fake news too.

I stumbled across this while having an office clear-out. It’s pasted into the back of my first ever cuttings book, so it’s not been shredded or binned along with the eight-year-old bank statements, receipts, accounts and long-defunct business cards from long-defunct businesses.

The purpose of the exercise was to think about page layout and to get to grips with the newly-emerging technology of desktop publishing. In fact I recall this was done on something like a Mac 1 (or thereabouts). Looking at the caption for Norma Major’s photo you can tell I wasn’t all that impressed with the image quality available at the time.

The lead story about Don McCullin was clearly the one item I was taking seriously in this exercise, given the rather pretentious journalism I employed when writing it. But I still have a proper silver print of that photo I made at the time. It sits inside the cover of my signed copy of McCullin’s Unreasonable Behaviour.

Luckily no one came forward to claim the space shuttle prize and I’m afraid the competition closed in March 1991.

No Snow Now

We’ve not had a real Winter for a few years now; no prolonged, hard frosts or heavy snow falls, but then I think snow fall has always been a bit special in England (unless you live north of the Watford Gap, in which case you probably spend most of your year digging your car out of 6ft drifts). That’s why when it does happen, everyone tweets about it and all transport grinds to a halt.

So when I got my first, ancient photographic portfolio down from the attic the other day, I was delighted to stumble across this snow picture which I must have taken circa 1988 when I was freelancing for The Bath Chronicle.

It must have been a slow news day when the flakes started to fall and I recall being sent out in rather un-promising conditions to go and get a photo to illustrate the “blizzard”.

The snow really was rather light, so I had a bit of a heavy heart, but as I made my way to Victoria Park in Bath, it started to get rather heavier. I recall this would have been mid-morning and the deadline for the last edition of the paper would have been imminent, bearing in mind I had to get back to the office, process and print my photos and get them to the subs desk before I missed the last deadline.

Thankfully, by the time I got to the park there was a decent covering. At least enough to show it had snowed, even if it wasn’t a white-out. I remember lifting my camera to frame the scene and being vaguely aware of the sound of a cyclist coming up behind me. I didn’t have time to look round, so just waited for them to pass into my frame, which is when I got this frame.

From memory I believe I took two or three more pictures in quick succession, but the first one was the best.

Happy that I had something I dashed back to the office and got the print to the desk on time.

Sadly I don’t have the cutting, so I can’t say which page it appeared on, but I do remember there was a letter from a reader a week later saying how much they enjoyed the photo. Bearing in mind they had to write and post a letter rather than just clicking a Like button and saying “wow” I was very pleased to have got some appreciation for the photo.

It’s not a super-dramatic weather photo, but I still like how I lined it all up and got lucky with the extra element of the cyclist. Even better that she was all wrapped up in black on a black bike, which just adds to the atmosphere of the scene.

Well now that Winter is over and we’re into spring, maybe I’ll get a good, contemporary monsoon-style downpour photo soon. Something for people to Like and say “wow”.

Film vs Digital

This isn’t another article about whether film is better than digital. There are plenty of those out there and I’ve never read one which came to any kind of concrete conclusion. No, this is about the realisation that I’ve now been shooting digital for more than half my professional career. In fact I crossed the 50/50 threshold a couple of years ago and didn’t even realise it.

Let’s chart my film/digital timeline then. I started freelancing in 1988, went digital in November 2000, and pretty much committed myself to digital ever since.

With film I’d started with developing and printing black and white in the darkroom at the Bath Chronicle. When I became a staff photographer on The Portsmouth News I had to switch to colour, processing using a minilab in the office and having my work printed by darkroom technicians. Then with the march of progress, newspaper production got computerised and the photo department lost its print technicians.

Photographers then had to process their films in the usual way, but we then scanned the negatives on a Kodak scanner, captioned them on a Mac and stored the images on Zip drives, which were slow, unreliable and couldn’t store many photos. I remember the digital archive getting very quickly out of hand.

I left The News in 1998 before they went fully digital, but while I was there I did get to try a Canon EOS1 with a Kodak digital back at Wimbledon one year, so that really was my first experience with digital SLR photography. But digital SLRs back then ran to something like £15,000 just for the body, so I couldn’t afford one as a freelance.

At first I was shooting film and scanning using a portable Canon scanner and wiring pictures via my Nokia 6310 mobile phone connected to my Apple 1400c Powerbook. It was slow and unreliable to send data back then, but it mostly worked ok. I even got the odd scoop with that setup.

Then in 2000 the Canon D30 was released. A 3.4 megapixel SLR which could just about do a news job, but which cost a mere £1,600 for the body. It wasn’t really up to the task of fast news, but it was fine for features and objects that didn’t move, like the exterior of a country house I shot for a News of the World story. Thankfully my current digital SLRs are far better, far more responsive and the images produced are a world away from the early models and the price, while not cheap, is far more accessible.

I’m glad I started my career with processing film and printing in a darkroom. It taught me so much that you can’t learn if you start with digital. I still carry the lessons I learned back in the late 1980’s and it often helps me work faster by knowing what’s going to result from a particular set up even before I put the camera to my eye. I do sometimes use digital like a polaroid to check settings and lighting, but I’m usually pretty close to what I want before I even do that.

I’m keen to get back to shooting more film though. It does remind you of certain fundamentals and makes you work in a different way so I’m going to look for clients or projects which will allow me to get back to film once in a while.

Whether that will actually happen depends on many factors, time being a critical one, but I know the vast bulk of my work will be digital for the foreseeable future. As ever, watch this space because you’ll be the first to see if I shoot film for anything serious again.

Cold, wet and Poldark

Filming for the TV series Poldark is due to start in Frome this week and since yesterday was an admin day (boo hiss paperwork) I took the opportunity to stretch my legs and take a couple of shots in the street where crews are currently at work making sure all signs of modern life are removed or obscured.

The weather was pretty dire with high winds and plenty of rain and I didn’t have a great deal of time to work up a broad selection of photos, but it got me thinking about all the times I’ve ventured out with my camera when the weather is bad – mostly in the past in order to get extreme weather photos for national newspapers.

I still enjoy the challenge of getting pictures in adverse conditions, even if I’m not venturing into the world’s extreme regions. Seeing how people interact and cope with the weather is often interesting in itself. Sometimes the weather is just a distraction, as in the Poldark pictures. Other times it becomes the focus of the story (the 2001 Trooping the Colour is a fine example). More often now the weather is the story, as when there is flooding or gale damage.

Entering The Press Photography Dark Ages

Bizarrely, having written in my last blog post about the Pine Range fire which I covered for The Bath Chronicle in 1991, I was heading back to my flat from a family gathering on Sunday evening to discover the sheltered housing complex on the opposite side of my building from where Pine Range once stood was surrounded by fire crews, engines and hoses. A fire had broken out in one of the flats and 11 residents had to be evacuated, with one resident being taken to hospital suffering smoke inhalation.

Aside from the obvious concern that everyone had been evacuated safely I couldn’t help feeling I should take a few photos, in spite of the fact I had a fair number of other commitments that evening, limited time and no obvious client for any photos I would take.

But the news photographer blood which still courses through me was buzzing and telling me to get on with it and at least take a few frames to offer up to the local paper. More in hope than expectation; time was a paper would have torn my arm off at the elbow for a set of pictures from an event they couldn’t get to and would happily have paid for them. Times have changed so very much though.

I don’t often find myself covering this kind of story any more. Most of what I do for publications is press release work, which of course doesn’t include things like un-planned fires. I had to pause and ask myself if it was still valid for me to take pictures at an incident if I don’t have an immediate client for the shots. I don’t even carry a National Union of Journalists card any more, having let my membership lapse some years ago.

I honestly don’t think any of that matters though. Whether or not a newspaper wants to use my photos is entirely their call. As a trained, experienced news photographer I still feel I have a duty to record events if I am able. I can’t know at the time of taking a photo whether I will have captured something banal, tragic or incredibly newsworthy. All I can do is call on all my training and experience and get on with taking pictures.

Now that local newspapers no longer cover local stories and events with anything approaching enthusiasm perhaps it’s more important than ever that photographers with the right training and skills create quality visual records of what they witness.

Looking at the paltry photographic coverage the Bath Chronicle gave the Tour of Britain last week, and The Frome Standard’s belated attempt at photographing a major news event on their own doorstep (their photos were taken over three hours after the event), it’s possible that historians of the future will look back on the stories of our time and wonder why the photos from the early 2000s are worse than the ones taken a century before on far more primitive equipment.

Blast from the Past – Frome Pine Range Fire

Sometimes I like to pull something from my archive and share it with you, so here’s a photo from February 1991 showing the Pine Range furniture factory in Frome being attended by fire crews as it’s gutted by fire. I apologise for the quality of the reproduction here, it’s an old newspaper cutting and I no longer have access to the original negative – a common occurrence of my very early work which is held by The Bath Chronicle (more likely the negatives no longer exist).

I vaguely recall the circumstances surrounding this call-out. I was a freelance at “The Chron” at the time and I was probably working late, printing the day’s shoots ready for the next day’s paper, when a reporter came into the photography department to see if a photographer might be around to attend a breaking story. Luckily for them, I was.

The story had come through of a big fire in Frome, so we headed out in my car (to be pedantic, probably my then-girlfriend’s car) to see what was up. I know it was late at night, might even have been around midnight, when we got there to find a few fire crews in attendance at the building which was billowing smoke.

It was such a bitterly cold night that the run-off water from the fire hoses was freezing to the road, and I recall struggling to walk up the incline to the scene because of all the ice under foot.

There wasn’t a huge amount to photograph, I just had to make sure I got the building and fire engines to fill the frame. After taking a few different angles, I was pretty much finished. There wasn’t much light about, and I recall using my large hammerhead Metz flashgun to illuminate the entire scene.

It was hardly a moment for great art, but I would have headed back to the Chronicle offices straight after to process my film and make some prints so the picture desk could choose one for the paper the next morning. I probably rolled into bed in the early hours and would have been back on duty about half eight the next day.

One small coincidence of this job is that from where I currently live my living room window overlooks the site of the Pine Range building, which was subsequently demolished and is now a block of flats. Hardly Circle of Life stuff, but curious all the same.

Where JP fail, others choose to follow

I had promised myself I wouldn’t re-visit the subject of Johnson Press or anything else quite as depressing for a while. The reaction to that article was incredible, receiving over 360 hits in two days which, for a modest blog such as mine is quite a big deal.

Indeed I had every intention of keeping things upbeat for a while, but then I got one more reaction to the article which I just couldn’t ignore; an email from someone whose situation perfectly illustrates the insanity which has overtaken newspaper publishing in this country. The victim of another publisher taking a short-term view and discarding both staff and reader loyalty in the hope of bigger margins.

There’s really nothing I can add to what this photojournalist says, so I’ll let their email speak for itself. Reproduced with permission…

Great to read your blog about Johnston Press.

Days after their announcement the publisher that I work for as a retained photo journalist also announced that it was going down the free content route and will no longer require my services!

The new model is to copy and paste press releases, and the associated pictures, thus removing my position.

I gather that everything is now geared towards ad revenue and pleasing PR people and press officers in the hope that they will advertise with said publishing group. As a result, all critical reporting has been banned in case it upsets said PR departments and everything will now be portrayed as sunny, regardless of the reality.

On the odd occasion a picture is needed from an event the ad man or webmaster will go along with their tablet, iphone etc and take a picture that is “good enough”. The parting shot was “with digital photography nowadays, we don’t need a retained photo journalist”

An editorial policy where PR people dictate content, as that’s what will happen, is an odd policy to adopt for a news publication. But hey, got to keep those PR people happy!

I was retained for 10 years and they just cut me adrift as if I never mattered. Over that decade the publisher would constantly apologise for not being able to pay me more (1k a month), but when they abolished my position this figure suddenly became a “considerable amount” . Loyalty, what ever happened to it?

Johnston Press soon to be renamed Johnston Er…

It’s hard sometimes to write a post and not be completely ranty, but I’ll give it my best shot this week even though I think I have good cause to vent.

In 2010 Michael Johnston, Johnston Press Scotland divisional MD, was being scrutinised by a committee of Members of the Scottish Parliament about the state of the newspaper industry North of the border.

I quote from Mr Johnston’s submission to the MSPs, “We possibly did not invest enough in journalism. Looking at the here and now, and moving forward, I want to ensure that the businesses that I am responsible for are sustainable and can continue to function in a viable way.

“Journalism is fundamental to what we do. I recognise journalism as being not only a significant cost but a significant attribute of our business.”

So what are Johnston Press playing at now? It emerged yesterday (Monday, 27th Jan 2014, via HoldTheFrontPage) that JP are to axe all the staff photographers from their Midlands division in favour of reader-generated content. It’s quite hard to see how this tallies with an ethos of investing in journalism. I guarantee that whatever state those Midlands titles are in now, their readerships, sales and advertising revenues will all see an accelerated slide once the papers are populated with submitted images.

The problem Johnston Press have is that after a long programme of acquisition and asset-stripping in the 1990s and early 2000s, they racked up large debts at the same time as fatally damaging the newspapers they bought.

Under-investment in journalism and photography has meant their readership and advertisers have run away to the internet. Had JP and other publishing groups like them already been AT the internet, ready and waiting with quality online content from the get go, they might not be in the terrible position they’re in now. But time and again, JP management have proved themselves to be woefully incompetent. So here we are, yet again hearing about the wholesale redundancies of photographers.

To many people this is just seen as inevitable change. A consequence of the internet, the digital revolution. This is lazy thinking and doesn’t take into account the loss of democracy that comes with quality reporting supported and enhanced by quality imagery. The Midlands group of newspapers affected by these redundancies will be expected to rely on images sent in by readers. In other words, the daily and weekly agendas of newspapers are to be set by whatever free pictures are sent in, not by reporters and photographers digging up stories which really matter to the communities in which they live and work. This harms democracy.

And no, this state of affairs would not have been inevitable had publishers taken a different course early on, but as Mr Johnston admitted, journalism is expensive and twenty years ago, when they were making more money than they knew what to do with, they could have invested rather than push for ever greater profit margins. This  might not have pleased shareholders looking for quick returns, but this lack of foresight means that companies like JP are among the “zombie” companies we’ve been hearing about of late. Their debts and years of under-investment leave them prey to the banks who control the finances and make them desperately un-attractive prospects for potential buyers who might have had the means to save them if things hadn’t gone to terminally dire.

Guardian columnist Prof. Roy Greenslade commented that these redundancies are inevitable and just a result of newspaper economics. Well, bless the dotty professor for forgetting to mention that current newspaper economics are a direct result of massive mis-management around 20 years ago. All this might be inevitable now, but it’s as a result of reckless greed, not out of a need to have rubbish newspapers filled with rubbish content. I don’t think anyone truly needs that.

There, I just failed to not rant.

 

Update: Professor Greenslade follows-up after photographers argue back. He says he’s right, then goes on to prove he barely has a grasp of newspaper economics. It’s quite worrying really.
